
Kevin O’Connell is an analytics and research consultant specializing in social policy analytics, process improvement, and evaluation. Kevin’s research studies have focused on the intersection of behavioral health and criminal justice, client engagement, and approaches for delivering cost-effective interventions. Through the MHSOAC’s Data Driven Recovery Project, he developed an integrated data strategy as well as actionable research in a diverse set of California counties by working with multiple stakeholders by developing actionable primary research on mental health prevalence as well as operational and strategic resources. He has worked on a range of state and county initiatives to inform policy and research on the impacts of major adult (SB678, AB109/Realignment, and Proposition 47) and juvenile justice issues (Continuum of Care Reform), as well as providing technical assistance to counties using cross-system data analysis to improve outcomes for justice-involved behavioral health clients, especially around creating alternatives to incarceration. Kevin has worked in multiple states on developing evidence-based program inventories and cost-benefit analyses in areas such as Mental Health (Adult and Children), Criminal Justice (Adult and Juvenile), and Substance Use for the Pew Charitable Trust’s Results First Initiative. Kevin served as the data and analytics lead for California Forward’s Justice System Change Initiative as well as research consulting for the Chief Probation Officers of California on statewide policy and planning issues around re-entry and probation practices. Kevin obtained a master’s degree from UC San Diego in International Relations and Public Policy, and a bachelor’s degree from UC Davis in History and Political science.
Kevin also brings experience in project management, mediation, and strategic planning to work with stakeholders to find collaborative solutions.
